Latvia blocks EU deal to lift sanctions on Usmanov and Fridman

Latvia refused to back an agreement that would have removed sanctions against Russian businessmen Alisher Usmanov and Mikhail Fridman in exchange for extending the broader sanctions list by three years. Prime Minister Andris Kuzminsh said extending the measures was right but that the price should not be delisting two individuals. Slovakia, France, Hungary, and Luxembourg had supported lifting the sanctions.
