Moscow Refinery stopped processing oil after Ukrainian drone strike on election day

Both primary oil-processing units at the Moscow Oil Refinery in Kapotnya caught fire after a Ukrainian drone attack on September 20, the final day of State Duma elections, three industry sources told Reuters. The sources said repairs could take several weeks.

Fuel from the refinery has not been offered for sale on the St. Petersburg Exchange since September 21, Reuters reported.

The September 20 strike was Ukraine's largest attack on Moscow since the war began, according to the report. Moscow Mayor Sergei Sobyanin said more than 1,600 drones were intercepted. The refinery was also damaged in a previous major attack on Moscow in June 2026; Reuters sources said it had halted operations then too, but resumed faster than the agency predicted.
